华北水利水电大学 (North China University of Water Resources and Electric Power) 占地面积2335亩,学校建有花园校区(河南省郑州市北环路36号)和龙子湖校区(河南省郑州市金水东路136号)，是水利部与河南省共建、以河南省管理为主的高校，是河南省重点支持建设的骨干高校，是“金砖国家网络大学”中方高校牵头单位。
North China University of Water Resources and Electric Power (NCWU), with an area of 2,336 mu, has two campuses: Huayuan Campus (36 Beihuan Road, Zhengzhou, Henan) and Longzihu Campus (136 Jinshui East Road, Zhengzhou, Henan). NCWU is a university jointly established by the Ministry of Water Resources and Henan Province, with Henan Province as the main management institution. It is one of the major universities intensively supported by Henan Province and the leading institution of Chinese universities in the BRICS Network University.
NCWU originated from Water Conservancy School of the Ministry of Water Resources of the Central People’s Government, which was established in Beijing in 1951 and renamed Beijing Water Conservancy School of the Ministry of Water Resources in 1954. It merged Beijing Hydropower School and Beijing Hydropower Correspondence College to establish Beijing Institute of Water Resources and Electric Power in 1958. The institute was moved to Yuecheng Reservoir in Cixian County, Hebei Province in 1969 and renamed Hebei Institute of Water Resources and Electric Power in 1971. It was relocated in Handan, Hebei Province in 1977 and renamed North China Institute of Water Resources and Electric Power in 1978. It was moved to Zhengzhou, Henan Province in 1990 and its management was transferred to Henan Province by the Ministry of Water Resources in 2000. The Ministry of Water Resources and Henan Provincial Government signed the strategic agreement of co-development of North China Institute of Water Resources and Electric Power in 2009. It was renamed North China University of Water Resources and Electric Power in 2013.
NCWU was established, exists and develops because of water. It has grown along with the construction of New China’s water conservancy and hydropower. NCWU has been relocated three times and gone through many years of arduous process of building, relocating and school running. From Beijing to Hebei, and finally to Henan, it has endured great hardships in its development with perseverance and taken the initiative to serve regional economic and social development and national water resources and hydropower undertakings, having formed the school running philosophy of “Education Oriented and Learning for Application” and the school running spirit of “Committed to Water Conservancy and Unremitting Self-improvement”. NCWU has 23 teaching units including School of Water Conservancy and School of Electric Power, and 98 research institutions including the Yellow River Science Research Institute and the Water Culture Research Center. The Water Affairs Training Center and the RTVU Open Education Office of the Ministry of Water Resources are located in NCWU. Being one of the first batch of master’s degree-granting units in the country, and the doctoral degree-granting unit, NCWU was selected by the Ministry of Education as one of the second batch of universities for “Excellent Engineer Education Program”. In 2012, NCWU was selected as one of the universities for the Midwestern University Infrastructure Construction Program. In 2016, it was approved by the Ministry of Water Resources as “National Water Education Base”. Taking the national “Double First-class” construction and the classification development of colleges and universities in Henan Province as an opportunity, NCWU is based in Henan, faces the whole country, continues to consolidate and enhance the basic status of undergraduate education, actively develops postgraduate education, and vigorously expands international cooperation in school-running so as to provide rich human resources and strong intellectual support for the regional economic and social development as well as the national cause of water resources and electric power.
Optimized Distribution of Disciplines. After 68 years of construction and development, NCWU has become a university characterized by water conservancy and electric power, with engineering as its mainstay, and coordinated development of science, engineering, management, agriculture, economics, literature, law and art. There are 66 full-time undergraduate majors, including 9 construction majors of national and provincial excellent programs, 15 majors of national and provincial comprehensive reform pilot programs, and 17 construction points of national and provincial featured majors. It has 14 provincial first-level key disciplines, 3 doctoral degree-granting first-level disciplines, 19 master’s degree-granting first-level disciplines, and 10 professional master’s degree programs, including 8 engineering master’s programs.
Remarkable Achievements in Talent Cultivation. NCWU recruits students from 31 provinces, autonomous regions and municipalities, as well as Hong Kong, Macao and Taiwan. There are more than 32,000 full-time undergraduates, master’s students, doctoral students and foreign students. Since its establishment, NCWU has cultivated nearly 300,000 senior professional and technical personnel and management talents for the country, including nearly 20 ministers, generals of the armed police hydropower force and provincial and ministerial leaders, as well as outstanding alumni in various fields, such as Wu Xinfen (winner of the national moral model), Meng Ruipeng (winner of the nomination award for the fifth national moral model, the national outstanding college student, the national outstanding member of the Communist Youth League, and over ten other honorary titles), Liu Cixin (winner of the “Hugo Award”), and An Shaohua (founder of the “China Blue Sky Rescue Team”), which has highlighted NCWU’s talent cultivation characteristics of being “Humble, Hardy, Reliable, Practical and Capable”.
Continuously Growing Teaching Staff. To implement the strategy of strengthening NCWU by talents and reinforce the construction of the teaching staff team, NCWU has specially invited academicians of the Chinese Academy of Engineering, including Wang Fuming, Wang Hao, Zhou Fengjun, Wang Guangqian, Xia Jun, Yao Jianquan, to be its double-hired academicians. NCWU has 2,300 faculty members, including 1,600 full-time teachers, 230 teachers with senior professional titles, and 680 teachers with doctoral degrees. There are 3 teachers nominated in the National Key Talents Project, 3 national model teachers, and 42 provincial outstanding experts, provincial academic and technical pioneers, provincial famous teachers, model teachers and excellent teachers.
Fruitful Achievements in Scientific Research. In the past five years, NCWU has hosted and participated in more than 2,300 research projects, including 123 projects of national natural science funds and national social science funds. It has hosted and participated in 23 national projects, 538 provincial-level projects and 12 horizontal projects with a contractual funding of 1 million RMB or more respectively. A total of more than 270 million RMB of research funds has been received accumulatively. More than 3,100 academic papers have been published in core journals, including over 2,000 papers indexed by SCI, SSCI, CSSCI, EI and so on. More than 700 academic works have been published. It has won more than 580 scientific research awards at various levels, including one National Science and Technology Progress Award and 94 provincial and ministerial research awards. The level and number of awards are among the highest in the universities in Henan Province.
Remarkable Contribution in Social Service. NCWU has achieved outstanding achievements in social services and enjoys high reputation and influence in the same domestic industry. It has trained more than 300,000 professional and technical talents for the water conservancy and electric power industry and local economic construction, and more than 60,000 supervisors. The Dongjiang-Shenzhen Water Supply Project undertaken by NCWU’s Henan Huabei Water Resources and Hydropower Supervision Co., Ltd. has won the Guangdong Provincial Science and Technology Progress Special Award and the National Quality Engineering Award. The membrane structure of Hainan International Convention and Exhibition Center designed by NCWU’s Survey and Design Research Company has been highly recognized by both domestic and foreign counterparts. NCWU has undertaken more than 100 scientific research and development projects, including the “silo-cave” project which was successfully selected into the national intangible cultural heritage list. After the Wenchuan earthquake in 2008, NCWU dispatched 10 experts to successfully guide the reinforcement of the local small and medium-sized dangerous reservoirs, which became one of the reconstruction sample projects of Jiangyou City.
Promising Prospects for International Cooperation. NCWU has a long history of international cooperation. Since 1958, it has begun to accept international students and assisted in the construction of Vietnam University of Water Resources and Hydropower. In recent years, NCWU has paid more attention to international cooperation and exchanges, implemented the strategy of activating NCWU by opening-up, and constantly improved the strength of school running and internationalization. It has signed cooperation agreements with high level universities all over the world, including Swinburne University of Technology in Australia, University of Nice Sophia Antipolis in France, Teesside University in the UK, Keimyung University in Korea, Ural Federal University in Russia and so on, to carry out Sino-foreign cooperation in school running. NCWU has actively integrated into the BRICS higher education exchange and cooperation system, and become the leading university in the field of water resources and pollution control and the field of energy in the BRICS Network University. It has established the “Water Engineering and Energy Research Center of BRICS Network University and BRICS University Alliance” with Ural Federal University, the Sino-Russian High-speed Railway Research Center with St. Petersburg State Transport University, and the Logistics Engineering Research Center with Inha University in Korea. NCWU-Ural Institute, the first cooperative schooling institution under the BRICS Network University system, has been approved by the Ministry of Education and officially begun to enroll students. It became a major breakthrough achievement in the opening up of education in Henan Province.
校园文化丰富多彩。学校十分重视大学生艺术教育，连续四届被评为“河南省艺术教育一类院校” ， 连续11届获“ 河南省大学生科技文化艺术节优秀组织单位” ，2015年被授予“全国五四红旗团委”。2016年学校两个团支部荣获全国高校“活力团支部”，校团委荣获了团中央暑期社会实践“镜头中的三下乡”活动优秀组织单位等荣誉称号。2017年校团委荣获2017年全国大中专学生志愿者暑期“三下乡”社会实践活动优秀单位、“丝路新世界-青春中国梦”全国大学生暑期社会实践专项活动优秀组织单位、河南省“出彩中原·教育脱贫攻坚革命老区行”博士生社会实践活动先进集体、2017年十三届“挑战杯”河南省大学生课外学术科技作品竞赛优胜杯、2017年河南省“一带一路新道路，同筑青春中国梦”主题演讲比赛优秀组织单位、2017年度河南省铁路春运志愿服务先进集体等荣誉称号。组织申报的《凝聚榜样力量 汇集青春能量——颂学瑞鹏主题教育活动》荣获河南省首届校园文化建设优秀成果一等奖。2018年校团委荣获全国大学生社会实践活动优秀单位。
Colorful Campus Culture. NCWU attaches great importance to the art education of college students. It has been rated as “Henan Provincial First-Class University of Art Education” 4 times consecutively and “Excellent Organizing Unit of College Students’ Art Festival of Science and Culture” 11 times consecutively. In 2015, it was awarded the “National May Fourth Red Flag Youth League Committee". In 2016, two youth league branches won the title of “Vibrant Youth League Branch” of the national colleges and universities and the Youth League Committee won the honorary title of excellent organizing unit in the summer social practice activity “Triple Services for the Rural Areas in the Lens” organized by the Central Committee of the Communist Youth League. In 2017, the Youth League Committee won the titles of the outstanding unit in the students’ summer social practice activity “Triple Services for the Rural Areas”, the excellent organizing unit in the students’ summer social practice special activity “New World of the Silk Road - Chinese Dream of the Youth”, the advanced unit in the doctoral student social practice activity “Extraordinary Central Plains - Education Poverty Alleviation Trip to the Revolutionary Base Areas” of Henan Province, the thirteenth “Challenge Cup” of Henan college students’ extracurricular academic science and technology works competition, the excellent organizing unit of Henan provincial speech contest “Belt and Road, a New Road, Building the Chinese Dream together”, the advanced unit of Henan railway spring festival volunteer service and other honorary titles. “Gathering Role Model’s Power and Youth Energy — Education Activity of Learn from Meng Ruipeng" organized by NCWU won the first prize of the outstanding achievements of the first campus culture construction in Henan Province. In 2018, the Youth League Committee won the honor of the Excellent Unit in the college students’ social practice Activities.
Continuously Enhancing Social Reputation. NCWU has been awarded the titles of “Advanced Collective of National Water Conservancy Science and Technology", “Outstanding Unit in National Higher Education Undergraduate Teaching Evaluation”, "Advanced Collective of National Education System", "Advanced Collective of National College Graduates’ Employment”, “Advanced Unit of National Discipline Inspection and Supervision in Educational System” and other honorary titles. It has been rated as “Provincial Civilized Unit” three times consecutively and “Model of Provincial Civilized Unit”. In recent years, it has won the honors of “10 Education Name Cards of Most Competitive Employment in Henan Province”, “Excellent Organization Award of National Best Employment for College Students Selected by Enterprises” and “National 50 Universities with Typical Experience in Graduates’ Employment”. In the report of College Graduates’ Employment, Early Warning and Key Industry Talent Supply in Henan Province in 2013 issued by the third-party authoritative data organization (MyCOS Institute), NCWU ranked first in the employment competitiveness of colleges and universities in Henan Province. In 2014, according to the survey of the National Bureau of Statistics, NCWU ranked first in the employer’s satisfaction assessment of graduates from 71 undergraduate colleges and universities which participated in the survey. In 2015, NCWU was entitled “The First Batch of Demonstration Bases for College Students’ Entrepreneurship in Henan Province” and “Henan Demonstration Base for Innovation and Entrepreneurship”. In 2016, it was rated as “Top Ten Universities with Employment Competitiveness” and “Model University with Brand Influence” in Henan Province. NCWU was selected as “National Top 100 Universities with Graduates’ Employment Competitiveness in 2017”. The New Media Center won the title of “Henan Top 10 Youth New Media Studio”.
Looking into the future, under the guidance of Xi Jinping’s thought on socialism with Chinese characteristics for a new era, NCWU earnestly studies, publicizes and carries out the spirit of the 19th National Congress of the Party. With the needs of the regional economic and social development and the national water conservancy and electric power industry as the guide, the comprehensive reform of higher education as the driving force, the moral education and talent cultivation as the fundamental task, NCWU will fully implement the Party’s education policy, strengthen the education of socialist core values, focus on the strategies of being “based on quality, strengthened by talents, prospered with characteristics and activated by opening-up”, continuously improve the quality of talent cultivation, the level of scientific research, the ability of social service, the ability of cultural heritage and innovation, and the level of international exchanges and cooperation. It will strive to build a high-level university of water conservancy and hydropower with distinctive characteristics and make greater contributions to regional economic and social development and national water conservancy and electric power.
